Loonar takes the frozen offer package and compares it against everything the RFQ asked for. The top of the page summarizes how many requirements differ and how many still need a decision from you. Each item explains exactly what's missing or different — for example a parameter the RFQ requires that the offer doesn't state — and gives you a Decide action per item.
